Scott [1] sums this up admirably,
"These islands, also known as the Caroline Islands, were bought by Germany from Spain in 1899 …. Seized by Japan in 1914, they were taken by the US in WWII and became part of the US Trust Territory of the Pacific in 1947. By agreement with the USPS, the islands began issuing their own stamps in 1984, with the USPS continuing to carry the mail to and from the islands.
In November 1986 Micronesia became a Federation as a Sovereign State in Compact of Free Association with the US."
