Scott's listing is rather a mess with the "missing" values (Sc5, 8, 10, 13, 15) in a second block dated 1949-52, perf 18.
§ Gibbons also has a second block SG16-30, perf 17½x18,

Singapore was part of Straits Settlements until that was dissolved in 1946. Singapore then became a Crown Colony until 1957, independent until 1963, part of the Malayan Federation until 1965, since when it has been an independent republic within the Commonwealth.
