In 1860, Liberia and Ethiopia (1895) were the only African countries not under the control of overseas powers. They are therefore the exceptions in the Africa category.
Mackay [1] notes the similarity in design to the Britannia British coinage of the time and attributes this to the fact that the stamps were produced in London. The design was used until 1881 with additional values being introduced in 1880.
